Orta Doğu'da Petrol ve Demokrasi İlişkisine Bir Bakış - Meliha Benli Altunışık


Özet
Gelirlerinin büyük bir bölümünü petrolden sağlayan ülkelerde petrol rantı devlet oluşumu sürecini, devletin yapısını ve devlet-toplum ilişkilerini derinden etkilemektedir. Bu süreçler sonucunda kurumsal gelişim açısından zayıf, vergileme kapasitesi sınırlı, rant dağıtım fonksiyonu gelişmiş bir devlet ortaya çıkmaktadır. Bu bağlamda gelişen rantiye devlet ile toplum arasındaki sözleşme daha çok dağıtım fonksiyonu çerçevesinde oluşmakta, devletin toplumsal meşruiyeti bu yolla sağlanmaktadır. Böyle bir ortamda toplumsal muhalefetin oluşması zorlaşmakta, oluşursa da bu muhalefet daha çok kimliksel ya da aşiret aidiyetleri üzerinde gelişmektedir. Bu makale Ortadoğu’da petrol gelirlerine dayalı rantiye devletlerin siyasal yapılarının özelliklerini ve dönüşüm olasılıklarını çeşitli örnekler üzerinden tartışmayı amaçlamaktadır.

نظرة على العلاقة بين الديمقراطية والنفط في الشرق الأوسط
الملخص
تؤثر بعمق إيرادات النفط في الدولة التي يتكون دخلها الأكبر من النفط في وتيرة تكوين الدولة وبنائها، والعلاقة بين الدولة –والمجتمع. ونتيجة هذه الوتيرة تكون الدولة ضعيفة من ناحية تطور المؤسسات فيها، وتكون محدودة السعة في وضع الضرائب، ومتطورة في توظيف توزيع ريعها من النفط. يتكون العقد بين الدولة والمجتمع في هذا الإطار، وفي هذا السياق فإن العقد الذي بين الدولة والمجتمع غالبا في إطار وظيفة التوزيع ويكتسب مشروعيتها الاجتماعية من هذه الوسيلة. وفي هذه الأوضاع يصعب تكوين المعارضة الاجتماعية، وحتى إذا تكونت هذه المعارضة فإنها تكون غالبا بهوية شخصية أو عشائرية. تستهدف هذه المقالة إلى مناقشة نماذج مختلفة عن مواصفات البنية السياسية للدولة التي تستند على إيرادات النفط في الشرق الأوسط وإحتمالات تحولها



Abstract
An Overview of the Relationship between Petroleum and Democracy in the Middle East

Petroleum rent of those countries which derive most of their revenues from petroleum has deep impacts on State-Making processes, organization of the State, and State-Society relations in these countries. The State which comes into existence following these processes is of a kind of State with weak institutionalization and limited tax-extracting capacities, while having great capabilities in distributing rent. In this context, contract between the developing rentier State and society is generally constituted upon the framework of the distributive function of the State. Moreover, social legitimacy of the State is maintained in this way. Thus, it becomes difficult to construct social contention, and where it is constructed, it is mainly based either on identities, or on being a member of a community. This study aims at discussing the features of the political structures, and of the possibilities of transformation, of the rentier States obliged to revenues derived from petroleum incomes in the Middle East, via several samples.
