Özet
Bu çalışmanın amacı ‘çok devlet/tek ulus’ ve ‘çok toplum/tek devlet’ ikilemlerinin Orta Doğu devlet sistemi üzerindeki etkilerini betimlemek ve tartışmaktır. Çalışma ulus-devlet örgütlenmesinin Orta Doğu devlet sistemini tanımlayamayacağını ve ulus-devlet dayatmasının bölge sorunlarını derinleştirdiğini ve daha da derinleştireceğini iddia etmektedir. Konu, Orta Doğu toplumlarının parçalanmış yapısı, bölge halklarını temsil edebilecek merkezin bulunmayışı, devlet-üstü ideolojilerin ve diğer yapısal/toplumsal özelliklerinin devlet sistemine etkileri ekseninde ele alınmaktadır.

الهدف من هذه المقالة هو توصيف ومناقشة آثار معضلة (أمة واحدة/دول كثيرة،ومجتمعات كثيرة/دولة واحدة) على نظام الدولة في الشرق الأوسط. وتدعي هذه المقالة على أن نظام الدولة في الشرق الأوسط لا يستطيع تقديم تعريف لتنظيم الدولةوالأمة. كما أن إجبار الدولة على مقولة الدولة-الأمة تعمق وسوف تعمق أكثر مشاكل المنطقة. الموضوع هو أن تفكك بناء المجتمعات في الشرق الأوسط وعدم وجود مركز يمثل شعوب المنطقة، ودراستها في محور العقائد (ما فوق الدولة) والخصائص البنيوية والاجتماعية الأخرى وتأثيرها على نظام الدولة
States without Nations and Societies without States: Nation-State Problem in Arab World
Abstract
This study tries to portray and discuss the effects of the dilemmas of ‘one nation/plural states’ and ‘one state/plural societies’. The study argues that Middle Eastern state system cannot be defined as nation-state and the imposition of such a model has deepened and is likely to further deepen the problems of the region. The subject is discussed in terms of fragmentations in Middle Eastern society, lack of a regional centre which could represent the people of the region, the effects of the supra-state ideologies and other structural social conditions on the state system.
