Türkiye’nin Yeni Sağ Partisi AKP’nin Doğu’ya Bakışı - İhsan Rıza


Özet
Cumhuriyet Türkiye’nin Doğu’dan koparak Batı’ya yönelişinin tarihidir. Cumhuriyeti kuran kadrolar, geri kalmışlığın sebebi olarak gördükleri Müslümanlığa ait olan her şeyi Araplara nispet etmişler, Arapları da ötekileştirmişlerdir. Modern Türkiye ve Türk kimliği tanımlanırken “Araplar gibi olmamak” saikı belirleyici olmuştur. Bu nedenle Cumhuriyeti kuran parti olan Cumhuriyet Halk Partisi’nin yönetimindeki Türkiye’nin Doğu ile neredeyse hiç teması olmamıştır. 1950’den itibaren Türkiye’yi yöneten merkez sağ partiler döneminde Doğu ile bazı temaslar olmuş ama bunlar hiç biri Türkiye’nin kendi inisiyatifi ile olan ve Doğu’ya bakışını değiştirecek nitelikte değildir. 60’li yıllardan itibaren Türk solunun ulusal kurtuluş hareketlerine, bu arada Filistin mücadelesine ilgisinin artması, hiç kuşku yok ki, Türkiye’den Doğu’ya tekrar pencere açılmasında etkili olmuştur. Ama Türkiye’nin yeniden Doğu’ya yönelişi Türk İslamcılarının yükselişi ile başlamıştır. Milli Görüş adı ile bilinen İslamcılar, batı medeniyetine karşı İslam medeniyeti ve Türkiye’nin liderliğinde bir İslam birliğinin savunucuları olmuşlardır. 28 Şubat müdahalesinden sonra İslamcıların içindeki bir grubun kurduğu AKP bu iddialardan vazgeçmiştir. İslam coğrafyasına stratejik önemi olan bir bölge olarak bakan Türkiye’nin yeni sağ partisi olan AKP, bölgenin dünya sistemine eklemlenmesi için çalışmakta ve bu şekilde uluslar arası iktidar güçlerinden destek alarak Türkiye’nin yerleşik iktidarı karşısında ayakta durmaktadır.


نظرة الحزب اليمين الجديد حزب العدالة والتنمية في تركيا إلى الشرق

إن حرب الاستقلال كانت ضد قوى الاستعمار الغربي، ولكن في الوقت نفسة هو قصة انسلاخ جمهورية تركيا من الشرق واتجاهها نحو الغرب. فالكادر الذي أسس جمهورية تركيا رأي أن كل أسباب التخلف عزوه إلى الإسىم وبالتالي إلى العرب. ورأو العرب على أنهم الآخر. وعندمو عرفوا تركيا المعاصرة والهوية التركية قالوا : أنكون "مثل العرب"؟ ولذلك نرى أن قادة الحزب الديمقراطي الشعبي الذي أسس الجمهورية التركية، لم يتوجهوا نحو الشرق أبدا حتى دخلت تركيا فترة الأحزاب الديمقراطية المتعددة عام 1950م. حيث بدأ الحزب اليميني المركوزي بإنشاء علاقات متوضعة مع الشرق، بل بدأ بإنشاء تحالفات معه، ولكن كل ذلك لن ليغير اتجاه تركيا. وقد بدا اليسار التركي يتعاطف مع الحركات التحررية، ولفت انتبه إلى المفاومة الفلسطينية، وفتحة بذلك نافذة على الشرق. ولكن دون أدني شك فإن اتجاه تركيا نحو الشرق كان مع صعود الحركات الإسلامية المعروفة بالحركة المليّة التي ترى الحضارة الإسلاكمية مقابل الحضارة الغربية، وتدافع بقوة عن درة تركيا الريادي في العالم الإسلامي. وها هم عندما اعتلوا سدة الحكم في تركيا عام 1996م خطوا خطوات هامة في هذا المجال منها تشكل "اتحاد الدول النامية" المعروف ب D-8 فخطوة بذلك أول خطوة على توحيد العالم الإسلامي. وبعد إبعاد العلمانييون الاسلامييين عن سدة الحكم فقد أنشا فريق من داخل الحركة الإسلامية حزب العالة والتنمية، وأعلن أنه قد تغير وتبنى الإسلام المعاصر واعتماد القيم الأمريكية، وبذلك أصبح الحزب الجديد حزءا من خطة الشرق الأوسط الكبير في جغرافية العالم الإسلامي. وبذلك أصبح حزب العالة والتنمية الحزي اليميني المركزي، ومدعوما من أمريكا والأوساط العالمية، وصمد ضد القوى الداخلية في تركيا، ودافع عن وحدة المسلمين في العالم لإسلامي



Abstract
The Position of the AKP, Turkey’s New Right-wing Party, on the East

Turkish Independence War was fought against the Western imperialists, but the history of the Republic is the history of Turkey’s disaffiliation from the East and its alignment with the West. The Republican cadres associated backwardness with Islam, and anything related with Islam was associated with Arabs. When modern Turkey and Turkish identity was to be defined, “not being like Arabs” was the major theme used. For this reason, during the one party period (1923-1950), there were almost no relations with the East. With the multi-party politics, some right-wing ruling parties had some relations with the East and even established some alliances with the eastern countries, but none of these was a consequence of Turkey’s sovereign decisions and did not change Turkey’s perceptions on the Middle East. It should be mentioned that, in 1960s, the leftist movements’ interest in freedom wars, and so the Palestinian resistance, opened a new window to its East. However, Turkey’s re-affiliation with the East started with the rise of Turkish political Islam. Especially the National View (Milli Görüş) championed the idea of Islamic civilization and Muslim unity vis-à-vis Western civilization. Coming to power in 1996, Turkish Islamists established the D-8 (the Group of Developing Countries) and took the first step towards Muslim unity. After a military intervention undertaken by secularist elites and international powers that ousted Islamists from power, some of them established the Justice and Development Party (Adalet ve Kalkınma Partisi, the AKP) that clearly distanced itself from its predecessor. This party, with its political standing that accords with American policies, became an important tool for the US and its Greater Middle East Project that aims at articulating Islamic countries into the global system. Hence, the Islamic world has a strategic importance for the AKP, Turkey’s new right wing party. The AKP has survived the pressures of Turkey’s secular establishment by contributing to the US-led Greater Middle East Project. While previously Turkish Islamists supported Muslim unity against the world system, the AKP attempts to make Islamic countries to be part of the global world order.
